Parliamentary Standing Committee on Industry invites suggestions on the Small and Medium Enterprises development bill, 2005 - Press Note

The Small and Medium Enterprises Development Bill, 2005 introduced in Lok Sabha on the 12th May, 2005 has been referred to the Department-related Parliamentary Standing Committee on Industry headed by Shri Santosh Bagrodia, M.P. for examination and report.

The small-scale industry is at present defined by notification under Section 11B of the Industries (Development and Regulation) Act, 1951. Section 29B of the Act provided for notifying reservation of items for exclusive manufacture in the small-scale industry sector. Except for these two provisions, there exists no legal framework for this dynamic and vibrant sector of the country’s economy. Many Expert Groups or Committees appointed by the government from time to time as well as the small-scale industry sector itself have emphasised the need for a comprehensive Central enactment to provide an appropriate legal framework for the sector to facilitate its growth and development. As of now the medium industry or enterprise is not even defined in any law. In view of this, the Bill aims at facilitating the promotion and development and enhancing the competitiveness of small and medium enterprises and deals with related matters.

For having wider consultation on the provisions of the Bill, the Committee hereby invites suggestions/views in the form of memoranda (two copies either in English or in Hindi) from individuals/organisations/institutions having interest in the subject matter of the Bill which may be sent to Shri K.P. Singh, Under Secretary, Rajya Sabha Secretariat Room No. 212A, Second Floor, Parliament House Annexe, New Delhi – 110001 (Tel: 23034292 and Fax: 23013917) within fifteen days of publication of this notice. Request for copies of the Bill may be sent to the address given above. The text of the Bill is also available on website www.rajyasabha.nic.in.

The memoranda submitted to the Committee would form part of its records and would be treated as confidential and should not be publicised. Any violation in this regard would constitute a breach of privilege of the Committee.

Those willing to tender oral evidence before the Committee, besides submitting memoranda, are requested to indicate so, far consideration of the Committee and its decision in the matter shall be final.
