During the year 2007-08, the Central allocation for the State of Andhra Pradesh is Rs. 934.29 crore under major allocation based schemes. So far, Rs. 1132.45 crore has already been released.  Statement of financial progress is given in the Annexure.

For the year 2006-07, the Central allocation for Andhra Pradesh for allocation-based programmes of the Ministry of Rural Development was Rs. 772.18 crore and against this allocation Rs. 923.92 crore was released. However, the total release including the demand-based programmes (NREGA) from the Centre was Rs. 2139.80 crore and an amount of Rs. 1826.23 crore was reported to have been spent.

National Rural Employment Guarantee Act (NREGA)

Under National Rural Employment Guarantee Act (NREGA), 13 districts were covered during 2006-07 under Phase – I and 6 more districts were added in Phase – II making a total 19 districts in the State as on date.

Central releases during the year 2006-07 was Rs. 1025.41 including Rs. 25.80 crore to 6 Phase – II districts.  Against the available funds of Rs. 1142.24 crore in 13 Phase – I districts, utilization was Rs. 680.20 crore.  21.61 lakh households demanded employment and they were provided with employment.  A total 678.77 lakh persondays employment were generated, of which 202.41 lakh persondays for SCs, 88.31 lakh persondays for STs, 371.93 lakh persondays for women and 388.05 lakh persondays for others.  A total of 2.21 lakh works were taken up out of which 0.88 lakh were completed and 1.34 lakh were ongoing. 

During 2007-08, 6 new additional districts have been included making a total of 19 districts under NREGA in the State.  Central release during 2007-08 is Rs. 588.54 crore including 244.82 crore to 6 Phase – II districts and total available funds as on 30th June, 2007 is Rs. 986.50 crore.  Out of which an expenditure of Rs. 427.43 crore has been reported upto June 2007.  15.41 lakh households have demanded employment and a total 322.06 lakh persondays employment has been generated during this period.  Of these 96.07 lakh persondays for SCs, 42.74 lakh persondays for STs, 181.61 lakh persondays for women and 183.25 lakh persondays for others.  A total 2.39 lakh works have been taken up in State, out of which 0.13 lakh works have been completed and 2.26 lakh works are ongoing. 

Pradhan Mantri  Gram Sadak Yojana (PMGSY)                      

Under Pradhan Mantri Gram Sadak Yojana (PMGSY), the entitlement of State from 2000-01 till 2007-08 was Rs.1055 crore.  Against which, Rs. 1280.71 crore has already been released and Rs.1228.49 crore has been spent by the State Government.  Proposals amounting to Rs.2189.94 crore for a length of 15,495.73 kms. road works have been cleared by the Ministry.  So far 10,899  kms. roads have been constructed.

Sampoorna Grameen Rozgar Yojana (SGRY)

            The Sampoorna Grameen Rozgar Yojana (SGRY) was implemented in 9 districts of the State during 2006-07.   The Central allocation was Rs.109.04 crores and Rs.135.46 crore was released during 2006-07.  Out of total available funds of Rs.191.18 crore, Rs.121.37 crore has been utilized upto March, 2007 which comes to 63.48%.  As against due State share of Rs.45.15 crores, the Government of Andhra Pradesh released Rs.38.44 crores in 2006-07.  136.40 lakh mandays of employment have been generated.  66370 Tonnes of foodgrains was authorized to the State in 2006-07.  Against total available of foodgrains of 69830 Tonnes, 54536 Tonnes foodgrains was lifted and 42137 Tonnes foodgrains was utilized (77.26%). 

During the year 2007-08, SGRY is being implemented in 3 districts.  The Central allocation is Rs.34.34 crore.  First instalment for the current year has been released to all the three districts.  Out of total available funds of Rs.47.76 crore, an amount of Rs.17.59 crore has been utilized and 14.05 lakh mandays employment was generated as reported upto June, 2007.  During the current year, 10304 MTs of foodgrains has been authorized so far.   Out of total available foodgrains of 17756 MTs, 11029 MTs foodgrain has been lifted and 5158 MTs utilized.

Indira Awaas Yojana (IAY)                                                                  

Under Indira Awaas Yojana (IAY), against the Central allocation of Rs.259.39 crore to Andhra Pradesh, Rs.260.89 crore (100%) was released during 2006-07.  Rs.337.85 crore has been spent, against total available funds of Rs.367.04 crore (92.05%).   During the year 1.46 lakh houses were constructed, against the target 1.38 lakh houses upto March, 2007.

During the year 2007-08, Central allocation for Andhra Pradesh is Rs.360.28 crore and Rs.180.14 crore has been released as first instalment to 22 districts.  The State has utilized Rs.43.74 crore upto August, 2007 (16.33%).  The target for construction of houses during the current year is 1.92 lakh of which 17,583 have been completed.

Swarnjayanti Gram Swarozgar Yojana (SGSY)

            During the year 2006-07, under Swarnjayanti Gram Swarozgar Yojana (SGSY), against the Central allocation of Rs.58.86 crores, Rs.58.86 crore was released and Rs.90.11 crore (94.57%) was utilized out of available resource of Rs.95.28 crore.  Since inception (i.e. 1.4.1999) 4.48 lakh Self Help Groups  (SHGs) have been formed and during 2006-07, 19,921 SHGs formed.  30,259 SHGs passed Grade-I, 62,917 SHGs have passed Grade-II and 62,917 SHGs have taken up economic activities.

During the year 2007-08, Central allocation is Rs.89.80 crores and Rs.44.90 crore has been released as first instalment to all the districts of Andhra Pradesh.   During 2007-08, upto June, 2007, 35,900 SHGs have been formed, 33683 SHGs passed Grade-I, 34,624 SHGs have passed Grade-II and 1,660 SHGs have taken up economic activities.

Accelerated Rural Water Supply Programme (ARWSP)                                 

Under Accelerated Rural Water Supply Programme (ARWSP), the Central allocation for the year 2006-07 was Rs. 244.89 crore.  Against which Rs. 313.62 crore was released (128%).  The State utilized Rs. 241.55 crore . 69,732 rural habitations in the State were fully covered under Rural Water supply Programme as on 1.4.2006.   A target of 3457 sliped-back and 500 quality-affected habitations were fixed for 2006-07. Till February 2007, coverage of 4505 sliped-back, 495 quality affected and 573 rural schools have been reported.      

For 2007-08 an amount of Rs. 344.87 crore has been allocated and an amount of Rs. 154.71 crore has been released.  A target of 8992 sliped-back and 1102 quality affected habitations were fixed for 2007-08. Till June 07, coverage of 1411 sliped-back and 174 quality affected habitations have been reported.

Total Sanitation Campaign (TSC)                                                       

            Under Total Sanitation Campaign (TSC), projects have been sanctioned in 22 districts of Andhra Pradesh.  The target of 65.21 lakh of individual household latrines (IHHL) for BPL, 37.65 lakh (IHHL) for APL, 1.14 lakh for school toilets, 15,040 for Anganwadi and 575 for Community Sanitary Complex have been given to the State.   Against this 36.12 lakh IHHL for BPL, 14.19 lakh for APL, 55,612 school toilets, 2,497 Anganwadi and 541 community sanitary complexes have been constructed till date. 

            Communication and Capacity Development Unit (CCDU) has been set up at Hyderabad and Rs. 4.09 crore has been released.

            143 Gram Panchayats have been awarded Nirmal Gram Puraskar in 2007 as against 10 in the year 2006.

Integrated Wastelands Development Programme (IWDP)               

            Under Integrated Wastelands Development Programme (IWDP), 102 IWDP project in 20 districts involving an area of 7.48 lakh ha. are being implemented. The total cost of these projects is Rs. 407.03 crores.  Out of this, an amount of Rs. 220.39 crores has been released. During 2006-07, 20 new projects over an area of 1.21 lakh ha. wasteland were sanctioned at total cost of Rs. 72.60 crores and Rs. 9.98 crores was released as first installment for these projects. During 2006-07, for the ongoing projects Rs. 25.65 crores was released. The state utilized an amount of Rs. 44.16 crores.

During 2007-08, an amount of Rs. 13.58 crores has been released for ongoing projects so far.

Desert Development Programme (DDP)                                              

The Desert Development Programme has been implemented in 16 blocks of Anantpur District covering an area of 19136 Sq. Kms. Since 1995-96, a total of 1054 watershed projects (micro watersheds) have been sanctioned to the State which are at various stages of implementation.  Out of these 206 projects have already been completed. The total cost of these 1054 projects (micro watersheds) is Rs.293.32 crore. Out of these 148 new watershed projects with project cost of Rs. 44.40 crore have been sanctioned. The central share in respect of these new projects of Rs.4.99 crore and central share for ongoing projects of Rs. 13.01 crore have been released during 2006-07.

Drought Prone Areas Programme (DPAP)                                          

The Drought Prone Areas Programme has been implemented in 94 blocks of 11 Districts covering an area of 99218 Sq. kms. Since 1995-96, a total of 4242 watershed projects (micro watersheds) have been sanctioned to the State which are at various stages of implementation.  Out of these 2064 projects have already been completed. The total cost of these 4242 projects (micro watersheds) is Rs1048.05 crore. Out of these 3076 new watershed projects with project cost of Rs. 108.00crore have been sanctioned. The central share in respect of these new projects of Rs.12.15 crore and central share for ongoing projects of Rs. 29.14 crore have been released during 2006-07.

During the year 2007-08, an amount of Rs. 2.02 crores have been released for the ongoing projects.

Computerization of Land Records  (CLR)

            The scheme was started in Andhra Pradesh during year 1988-89 on pilot basis, in the Rangareddy district.  Subsequently all the districts have been covered under the scheme funds to the tune of Rs. 29.64 crore have been released, out of which Rs. 16.52 crore (about 55.7%) have been utilized.  During financial year 2006-07 additional funds of Rs. 8.44 crore has been released to the State Government for scanning, preservation and digitization of cadastral records of whole state.

As per the progress report received from the State Government.  RoR data entry has been completed and Computer Centres has been set up in all 1128 Mandals.  While computerized copies of caste, domicile, income, birth and death certificates are being issued, issue of computerized copies of RoR has not been stated.  Annual crop data has also been computerized and computerization of all the sub-registrar office has also been completed.

Strengthening of Revenue Administration & Updating of Land Records (SRA and ULR)

           The scheme has been in operation in Andhra Pradesh since 1989-90 and funds to the tune of Rs.9.23 crore have been released towards Central share, of which Rs.7.70 crore (only about 83%) has been utilized.  Funds were not released to the state during 2004-05 to 2006-07.

District Level Vigilance and Monitoring Committees

            District Level Vigilance and Monitoring Committees have been constituted where Hon’ble Members of Parliament is the Chairman. In 2006-07, out of 22 District Rural Development Agencies (DRDAs) in the State, all had held District Vigilance & Monitoring Committee Meetings. Similarly, the State Level Vigilance and Monitoring Committee meeting was held once during 2006-07.
