Question : BLACKLISTED NGOS



(a) the number of Non-Governmental Organisations (NGOs) blacklisted by the Council for Advancement of People`s Action and Rural Technology (CAPART) so far and the progress made in the cases registered against them, State/UT-wise;

(b) whether funds have been released to such NGOs even after blacklisting them;

(c) if so, the State-wise details thereof and the reasons therefor; and

(d) the action taken or proposed to be taken by the Government in this regard?

(a)to(d) A statement is laid on the Table of the House.

Statement referred to in reply to Lok Sabha Starred Question No. 499 for reply on 7th August,2009

(a): The number of Non-Governmental Organisations (NGOs) blacklisted by CAPART as on 03.08.2009 is 830. A list indicating number of such NGOs is at Annexure-I. FIRs have been lodged against 129 blacklisted NGOs, as indicated at Annexure-II.Ten cases have been referred to Central Bureau of Investigation (CBI) for investigation.

(b)to(d): Funds were released to five NGOs after they were blacklisted. The details of these NGOs are at Annexure-III. The reason for releasing funds to blacklisted NGOs relate to negligence on the part of the officials dealing with the cases. The details of action taken against these officials are indicated at Annexure-IV.
