Question : Tribal Sub Plan

(a) the details of the proposals received by the Government under the Tribal Sub-Plan during the last three years, State-wise;
(b) the steps taken/proposed to be taken by the Government in this regard; State-wise details thereof;
(c) whether the Government plans to allocate funds to the Sub-Plans in proportion to the population of tribals;
(d) if so, details thereof; and
(e) if not, the reasons therefor?

Answer given by the minister

(a) to (b): Funds under Tribal Sub Plan (TSP) are provided to the States by Ministry of Tribal Affairs (MoTA) and other obligated Ministries/Departments under their schemes/programmes for various development projects relating to education, health, agriculture, irrigation, roads, housing, drinking water, electrification, employment generation, skill development, etc. for Scheduled Tribes.
MoTA provides funds under the schemes ‘Special Central Assistance to Tribal Sub-Scheme (SCA to TSS)’, ‘Grants under Article 275(1) of the Constitution’ and ‘Development of Particularly Vulnerable Tribal Groups (PVTGs)’ etc. to the States for welfare of Scheduled Tribes. Receipt of proposals from the States is a continuous process. Activities are funded under the schemes based on the proposal received from State Governments and after appraisal and approval of the Ministry keeping in view the fund availability in the respective scheme(s), schematic norms, submission of utilization certificate (UC) & physical progress report (PPR) by the States and other relevant financial instructions in vogue.
The year-wise and State-wise details of TSP funds released for tribal development by obligated Central Ministries/Departments during last three years are placed at Annexure I.Further, details of funds allocated and expenditure made under State TSP during last three yearsare given at Annexure II.
(c) to (e): Government is implementing Tribal Sub-Plan (TSP)/Schedule Tribe Component (STC)/Development Action Plan for STs (DAPSTs) for overall development of tribal people across the country. As per the latest guidelines, besides Ministry of Tribal Affairs, 40 Central Ministries / Departments have been mandated by NITI Aayog to earmark TSP funds in the range of 4.3 to 17.5 percent of their total Scheme allocation every year for tribal development. Prescribed norm for earmarking of funds under TSP by the obligated Ministries/Departments is given at Annexure III. Further, State Governments are also supposed to earmark Tribal Sub Plan (TSP) funds in proportion to ST population (Census 2011) in the State with respect to total State Plan.
