Question : DEVELOPMENT OF NATIONAL HIGHWAYS



(a) the total length of different National Highways in the country, State-wise;

(b) whether the targets in terms of length under development schemes in respect of some States have not been met so far;

(c) if so, the target fixed in regard to development schemes in the country, State-wise during the year 2004-05 alongwith the percentage of the works completed; and

(d) the reasons for the dismal performance alongwith the action taken/ proposed to be taken by the Government to accelerate the pace of development of National Highway network in the country?

(a) The State wise length of National Highways is at Annexure I

(b) & (c) Details of the targets and achievements is at Annexure II

(d) There have been delays in completion of some of the works due to the law and order problems, in land acquisition, shifting of utilities , delay in environmental and forest clearance, non availability of the construction materials, tardy performance by the few contractors etc. The Government closely monitors the progress of the construction works of National Highways at various levels through quarterly reviews and also has taken steps like appointing senior officers as nodal officers for resolving problems, constituting a Committee of Secretaries to address inter-ministerial and central-state issues and has taken action against defaulting contractors in order to ensure completion of National Highways works as per stipulated time frame.
