Question : Indigenous Production of Steel

(a) the quantum of indigenous production of steel and its import in the country during each of the last three years and the current year;

(b) whether the import of steel has adversely impacted the domestic manufacturers of steel in the country during the said period;

(c) if so, the details thereof and the reaction of the Government thereto;

(d) the requests/representations received by the Government from various domestic steel manufacturers against surge in import of steel in the country during the said period along with action taken thereon; and

(e) the steps taken/being taken by the Government to protect the domestic steel industry and to promote indigenous steel production in the country along with achievements thereof?

(a) Details of indigenous production of finished steel and its import in the country during each of the last three years and the current year are as following:-

(b)&(c): No, Sir. The import of steel during the last three years has been declining since 2018-19 while an increase has been observed in the production of finished steel during the same period.

(d) Representations as received from various domestic steel manufacturers against surge of import of steel in the country from time to time are examined and necessary interventions made taking into account the concern of domestic producers, the user industry and other stakeholders.

(e) The steps taken by the Government to promote domestic steel industry and indigenous steel production inter-alia include the following:-

(1) National Steel Policy 2017 notified on 08th May, 2017 envisages domestically meeting the entire demand of steel and high-grade automotive steel, electrical steel, special steel and alloys for strategic applications.
(2) Domestically Manufactured Iron & Steel Products (DMI&SP) Policy with an objective to encourage production and consumption of domestically produced steel.
(3) Issuance of Steel Quality Control Orders to prevent manufacturing and import of non-standardized steel.
(4) Inclusion of ‘specialty steel’ under Production Linked Incentive (PLI) Scheme recently announced by the Government.
(5) Steel Scrap Policy to enhance the availability of domestically generated scrap.
(6) Steel Import Monitoring System (SIMS) for advanced registration of steel imports.
