Question : ROLE OF ARMY IN COUNTER INSURGENCY OPERATIONS



(a) whether the Government have reviewed the role of army in counter-insurgency operations in Kashmir and had set up a committee for this purpose;

(b) if so, the details thereof;

(c) whether as per report of the committee the army is not fit for Kashmir;

(d) if so, the reaction of the Government thereto and the salient features of other point mentioned in the Report; and

(e) the steps taken or proposed to be taken to counter the insurgency in Jammu and Kashmir?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA UNSTARRED QUESTION NO. 2927 FOR 7.12.2000

A Group of Ministers has already been set up by the Government on 17.4.2000 to thoroughly review the national security system in its entirety and in particular to consider the recommendations of Kargil Review Committee and formulate specific proposals for implementation. Keeping in view the wide scope of the terms of reference of the Group of Ministers and in accordance with its mandate, the Group of Ministers appointed four Task Forces, one each in the area of intelligence apparatus, internal security, border management and defence management. These Task Forces have since submitted their reports to the Group of Ministers. Deficiencies wherever noticed by the Task Forces have been taken note of. The GoM would, after consideration of these reports and all other relevant aspects, formulate suitable proposals for implementation.

2. All necessary measures continue to be taken to counter the insurgency in J&K by our well-trained, equipped and motivated security forces.
