(a) Yes Sir. Under Skill India Mission, the Government of India is implementing more than 40 programmes through more than 20 Central Ministries/Department for skill development for youths including youth living below poverty line in Maharashtra and Bihar.
(b) The details of number of persons trained under the various schemes being implemented by the Ministry of Skill Development and Entrepreneurship (MSDE) are as follows:

1 Pradhan Mantri Kaushal VikasYojana(PMKVY) Under the scheme, skill training is provided to youth belonging to all sections of the society including BPL category, in various sectors as per the need of the market demand. Under the scheme, till July 2021, 1.32 Crore candidates have been trained.
2 Jan Shikshan Sansthan (JSS) The scheme envisages the improvement of the occupational skills and technical knowledge of the non/neo literates. Main target group under the Scheme is youth belonging to the BPL category in the age group of 15-45 years. Under the scheme, 15.10 lakh candidates have been trained till July 2021. Total no. of JSS beneficiaries trained in the last three year in Maharashtra are 89176 and in Bihar are 48589.
3 National Apprenticeship Promotion Scheme(NAPS) This Scheme is for promoting apprenticeship training and increasing the engagement of apprentices by providing financial support to industrial establishments undertaking apprenticeship program under The Apprentices Act, 1961. Under the scheme, 10.73 lakh apprentices have been trained till July 2021.
4 Craftsmen Training Scheme (CTS) This scheme is for providing long-term training in 143 trades through 14,716 Industrial Training Institutes (ITIs) across the country. Under the scheme, 12.02 lakh trainnes have been enrolled for session 2020 (including 96, 804 in Bihar and 1,02,622 in Maharashtra).
*Beyond these, 117.39 lakh candidates have been skilled under the Fee- based training by the National Skill Development Corporation (NSDC).
(c)& (d) The Number of training programme is decided upon by the concerned Training Providers/Implementing Agencies on the basis of the local demands and it cannot be centrally determined or decided. Under PMKVY, 11.82 lakh candidates and 6.05 lakh candidates have been trained/ oriented in the state of Maharashtra and Bihar respectively, including candidates from below poverty line. Under PMKVY STT, 0.79 lakh candidates and 1.18 lakh candidates have been placed in the state of Maharashtra and Bihar, including candidates from below poverty line. The district wise details are placed at Annexure I(A)&Annexure- I (B)
The district wise details of the youth trained under JSS Scheme for the States of Maharashtra and Bihar is placed at Annexure-II (A)&Annexure-II(B).
The details of the youth trained under CTS for the States of Maharashtra and Bihar is placed at Annexure-III (A)&Annexure-III(B).
Under NAPS, since 2015-16, 6234 and 2, 18,589 candidates have been trained in Bihar and Maharashtra respectively.
(e) Under the Centrally Sponsored State Managed (CSSM) component of the PMKVY scheme, there is a provision of State/UT-wise allocation of funds. As on date, a total of Rs. 234. 49 crore and Rs.128.65 crore funds are allocated to the state of Maharashtra and Bihar respectively under PMKVY.
Under NAPS, Rs.19.768 crore grant-in-aid was allotted to Maharashtra from 2016-17 to 2018-19. In the same period Rs. 0.157 crore was allotted to state Bihar as grant-in-aid. For the year 2020-21, Rs. 0.250 crores have been allotted to the state of Bihar as grant-in-aid.
