Question : Centrally Sponsored Works

(a) whether the implementation of Centrally sponsored works at district level is the responsibility of the officials of State Governments and if so, the details thereof;

(b) whether the works/projects are delayed and carried out inefficiently and if so, the details thereof;

(c) whether the Government proposes to appoint an officer from the centre to monitor progress of works under MPLAD scheme; and

(d) if so, the details and the present status thereof along with the time by which it is likely to be done?

(a) & (b): Details of implementation of the various Centrally Sponsored Schemes are maintained by the concerned Administrative Ministries / Departments and State Governments.
The Ministry of Statistics & Programme Implementation is concerned with the implementation of the Members of Parliament Local Area Development Scheme (MPLADS). MPLADS works at the field level are implemented by the District Authorities.

(c): No, Sir.

(d): Does not arise.

It may however be mentioned that the monitoring mechanisms, wherein the roles of the Central Government, State Governments, District Authorities and Implementing Agencies are laid down, have been duly prescribed in the Guidelines on MPLADS. The Guidelines are available in the public domain, including on the official website of Ministry of Statistics and Programme Implementation (www.mospi.nic.in).

Wherever / whenever violations of Guidelines or irregularities in implementation of the MPLADS come to notice in the Ministry, the concerned State Government / District Authority is requested to take appropriate action, including penal and departmental action and recovery of MPLADS funds with interest.
