Question : Increase in the Number of Buffaloes

(a) the details of the increase in the number of buffaloes of Murrah breed in the country under the scheme for Integrated Murrah Development;
(b) whether the Government has achieved its targets of getting all of them insured;
(c) whether the payment of insurance amount is being made from time to time; and
(d) whether vaccination drive is being launched to protect these species from fatal diseases?

(a) As per Livestock Census 2007, the total number of Murrah buffaloes was 20.49 million whereas as per Breed Survey- 2013 the Murrah population, including pure and graded, was estimated as 48.25 million.

(b) & (c) National Livestock Mission (NLM) has been implementing Risk Management and Insurance component under Sub-mission of Livestock Development in conjunction with State Governments. Under the scheme, it covers the indigenous, crossbred milch animals, pack animals (Horses, Donkey, Mules, Camels, Ponies and Cattle, Buffalo Male) and Other livestock (Goat, Sheep, Pig, Rabbit, Yak and Mithun). National Livestock Mission (NLM) is a Demand-Driven scheme. The total number of animals insured under Risk Management and Insurance component during 2016-17 to 2019-20 is 24 lakhs. The total fund released under this component during 2016-17 to 2019-20 is Rs. 128.63 crores.

(d) The Government is supplementing the efforts of States/UTs Government for prevention control and containment of animal diseases by way of providing financial assistance under Livestock Health and Disease Control Scheme (LH&DC) for vaccination against diseases like Haemorrhagic Septicaemia (HS), Black Quarter (BQ). Further, the Government has initiated the scheme, “National Animal Disease Control Programme (NADCP) for control of Foot & Mouth Disease (FMD) and Brucellosis” for control of FMD and Brucellosis disease with 100% central support to states with a financial outlay of Rs. 13,343 Cr. for 5 years from 2019 to 2024. It envisages 100% vaccination coverage of cattle, buffaloes, sheep, goats and pigs in the country for biannual vaccination against FMD and also 100% vaccination of female cattle and buffalo calves (4-8 months of age), once in a life time, against Brucellosis.
