Question : ASSISTANCE FOR SETTING UP OF BIOGAS PLANTS



(a) whether the Government have received any proposal from Orissa to provide central assistance for setting up of bio-gas plants with the public toilets;

(b) if so, the details thereof;

(c) the total grant provided during each of the last three years; and

(d) the action taken by the State Government in this regard?

(a)&(b): No, Sir. However, a non-governmental organisation, namely, Sulabh International Social Service Organisation, New Delhi has taken up setting up of a night-soil based biogas plant linked with public toilet complex involving a central financial assistance of about Rs.5.52 lakh at Police Lines, Bhubaneswar during 2000-2001.

(c): Under the Central Sector Scheme - Community, Institutional and Night-soil based Biogas Plants Programme, which envisages setting up of plants linked with public toilets also, the State nodal agency, namely, Orissa Renewable Energy Development Agency was given funds in advance as mentioned below:

(d): The State nodal agency has not set up any community, institutional or night-soil based biogas plant linked with public toilet during 1997-98 to 1999-2000 and has reported taking up of five community plants, mainly based on cattle dung during 2000-2001.
