Question : ALLOCATION OF POWER TO STATES



(a) whether the Government has decided to make any changes in the allocation policy with regard to the share of power given to the States from the central power generating projects;

(b) if so, the details thereof;

(c) whether allocation of power to various States including Madhya Pradesh has been dismal in comparison to their demands;

(d) if so, the details thereof and reasons therefor, State-wise; and

(e) the steps taken by the Government in this regard?

(a) & (b) : No, Madam. However, the Government of India had approved allocation of 50% of power to the `Home` States from the 14 upcoming power projects of NTPC Limited, and from all new projects of Nuclear Power Corporation of India Limited. Orders of this Ministry dated 17th January, 2011 are as at Annex.

Ministry of Power has also agreed for 50% of allocation of power to Bihar from Stage-II of NTPC`s Barh Super Thermal Power Station (1320 MW).

(c) & (d) : No, Madam. Keeping in view the persistent demand for higher allocation of power to the States like Madhya Pradesh, Government of India have allocated 50% of power from NTPC upcoming projects, Gadarwara (capacity of 2640 MW), Khargone (capacity of 1320 MW) and Barethi (capacity of 3960 MW) to Madhya Pradesh (Home State).

(e) : The existing guidelines for Allocation of power from Central Generating Stations are applicable to the generating stations for which Power Purchase Agreement (PPAs) have been signed upto 5th January, 2011. After 5th January, 2011, power is to be procured by the Distribution Companies / Utilities through tariff based competitive bidding including from Government owned utilities. As such Central Government will have no role in allocation of power to the states in the changed regime.
