Question : Petrol Pumps-CNG Stations

(a) whether the Government has invited applications for new petrol pumps and CNG filling stations in the country particularly in Uttar Pradesh;
(b) if so, the details thereof, Statewise;
(c) the details of the procedures adopted for allocating new petrol pumps and CNG filling Stations;
(d) the time by which the entire procedure for allocation would be completed; and
(e) whether the Government proposes to set up CNG stations in the polluted cities of the country including the metropolitan cities?

(a) to (c) Oil Marketing Companies (OMCs) have released advertisements inviting applications for allotment of new Retail Outlet (RO) dealerships in November/December 2018 on pan India basis including Uttar Pradesh. The State/UT/OMC-wise number of locations advertised is given in Annexure-1.
Procedure/Norms/Criteria/Reservation Policy for allotment of new ROs by the OMCs is given in Annexure-2.

Establishment of CNG Stations is part of development of City Gas Distribution (CGD) Network and the same is carried out by the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB). So far, PNGRB has authorized 228 Geographical Areas (Gas) for development of CGD Network across the country till 10th CGD Bidding Round. As on 30.3.2019, there are total 1742 CNG Stations in the country including in the State of Uttar Pradesh. State-wise details of CNG stations are given in Annexure-3.
(d) - OMCs have informed that allotment/setting up of Petrol Pumps involves various steps like advertisement, selection of dealers through draw/bidding, field verification of credentials, issue of LOI, procurement of land, obtaining necessary statutory approvals, construction, disposal of complaints. It takes on an average between six months to two year for setting up of ROs, depending on the location i.e. in Rural markets or on Highways.
OMCs have informed that as on 01.04.2019, they have issued 5716 Letter of Intents (LOIs) out of the total locations advertised in the last advertisements.
(e) The details of commitment of CNG Stations under 9th and 10th CGD bidding round in the country including the State of Uttar Pradesh are given in Annexure-4 and Annexure-5 respectively.
