Question : Geo-Tagging of Assets Created under MGNREGS

(a) whether the Government proposes to use Space technology for keeping a track of development in rural areas and if so, the details thereof;

(b) whether the Government has started Geo-tagging of all assets created under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) funds and if so, the details thereof along with the number of assets which have already been tagged and the number of assets still to be tagged;

(c) the details of monitoring operations that the Government undertakes after Geo-tagging; and

(d) whether the Government also proposes to expand the use of Space Technology for other avenues for rural development and if so, the details thereof?

(a) & (b): The Memorandum of Understanding (MoU) was signed on 24.06.2016 between the Ministry of Rural Development and Indian Space Research Organisation (ISRO), Department of Space for Geo-tagging the assets under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in each Gram Panchayat. The MoU addresses specific components of geo-tagging the assets and creation of data base for online recording and monitoring. Details of assets created and assets Geo-tags under (as on 13.12.2017) under MGNREGS is given at Annexure.

(c) & (d): The Ministry of Rural Development has rolled out GeoMGNREGA Phase-II on 1st November 2017, under which all works are geotagged in 3 stages along with two photographs each, i.e. Stage-I (Before the work start), Stage-II (During the work) and Stage-III (After work completion). The Ministry of Rural Development has initiated the process of Third Party Verification of geotagged assets under MGNREGS. The use of Space Technology has been extended to Pradhan Mantri Awas Yojana - Gramin (PMAY-G).
