Question : PPP MODEL



(a) whether the Railways appointed a Committee to develop public private models and expand revenue and services meeting deadline of its project;

(b) if so, whether the said Committee held a meeting recently to take stock of the project under implementation;

(c) the number of projects going as per schedule and running behind schedule; and

(d) the steps taken/being taken by the railways to meet the deadline of running projects?

(a) & (b): Yes, Madam. The scope of work of the Expert Committee set up by the Ministry of Railways includes reviewing progress of ongoing activities undertaken by the Railways as also developing business models and innovative funding through Public Private Partnership (PPP). The Committee has held a number of meetings wherein the progress of ongoing projects has also been reviewed.

(c) & (d): Presently, on Indian Railways there are 327 ongoing new line, gauge conversion and doubling projects involving huge throwforward of over Rs. 98,000 Cr. In view of limited availability of Gross Budgetary Support, progress of projects is constrained by availability of resources. For achieving targets without cost or time overruns, a number of steps have been taken. These include mobilisation of extra budgetary resources through cost-sharing with State Governments, Public Private Partnership and accessing Defence funding and additional funds for National Projects, etc.
