Question : HOMOEOPATHIC INSTITUTES RESEARCH CENTRES



(a) the number of homoeopathic institutes/research centres functional at national and State levels in the country, State/UT-wise;

(b) the steps taken/proposed to be taken by the Government to open new homoeopathic institutes/research centres and strengthen/upgrade the existing ones indicating the funds allocated for the purpose during each of the last three years and the current year, State/UT-wise;

(c) the measures being taken by the Government to promote e-govemance and telemedicine to make homoeopathy and other systems under AYUSH available at the grassroot level;

(d) whether the Government has received any proposal from the States/UTs regarding financial assistance for setting up of the All India Institute of Homoeopathic Medical Science; and

(e) if so, the details thereof along with the action taken/proposed to be taken by the Government thereon, State/UTwise?

THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYURVEDA, YOGA & NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (SHRI SHRIPAD YESSO NAIK)

(a); There are 191 Homoeopathy Medical Colleges in the country, which include State Government and Private Colleges and also one National Institute of Homoeopathy, Kolkata an autonomous institution under the Ministry There are 22 research institutes/units functioning under Central Council for Research in Homoeopathy (CCRH). Details are at Annexure.

(b): i. For financial year 2015-16, an allocation of Rs 58.00 crores have been allocated to Central Council for Research in Homoeopathy (CCRH), which will be used interalia for construction of Homoeopathy Research Centre buildings at Lucknow, Jaipur. Mumbai and Imphal. In addition, the allocated fund will also be utilized for validation studies, development of protocol of clinical research studies, evaluation studies and collaborative studies, etc.

ii. For financial year 2015-16, an amount of Rs. 38.25 crores have been allocated for All India Institute of Homoeopathy (AIIH) to meet the cost of land and its possession from Delhi Development Authority (DDA) for establishment of an All India Institute of Homoeopathy (AIIH).

ill. For financial year 2015-16, An amount of Rs. 34.00 crores have been allocated for National Institute of Homoeopathy (NIH), which will be utilized for construction of academic -cum-library block, purchase of beds, furniture for hospital block, digitization and up gradation of library, stipend for PG Homoeopathy students etc.

iv. For financial year 2015-16, an amount of Rs 14.00 crores have been allocated for North Eastern Institute of Ayurveda and Homoeopathy (NEIAH), for the purpose of completion of the buildings, procurement of machinery/ equipment and furniture etc, recruitment of staff and operationalisation of the institute. This institute will provide services in Homoeopathy and Ayurveda.

Details of funds allocated to National Institute of Homoeopathy (NIH), North Eastern Institute of Ayurveda and Homoeopathy (NHIAH) and Central Council for Research in Homoeopathy (CCRH) are as below:-

(c): Government of India has approved and notified National AYUSH Mission (NAM) as a centrally Sponsored Scheme on 29.09.2014. Out of the total State resource envelop available, 20% is earmarked for flexible funds. Under flexi pool component of Mission, there is a provision for financial assistance to the State Government/ UTs for the component of Telemedicine which can be proposed under State Annual Action Plan (SAAP).

(d): An outlay of Rs. 50.00 crores was included in the 12th Five Year Plan for establishment of All India Institute of Homoeopathy (AI1H). It was decided to establish AIIH at New Delhi, for which the request was made to Delhi Development Authority (DDA) for allotment of 10 acres of land. The land has been identified.

(e): In addition, the Ministry received requests from the State of Kerala, proposing setting up of an Al 1 India Institute of Homoeopathic Medical Science in Government Homoeopathic Medical College, Kozhikode. However, at this stage, there is no proposal to set up an All India Institute of Homoeopathic Medical Science in Kerala.
