Question : COMPLETION OF CGEWHO PROJECTS



(a) The rules/norms laid down regarding the time limit fixed for completion of the Central Government Employees Welfare Housing Organization projects including the Chennai Phase-II project;

(b) Whether the District Consumer Forum of Thiruvallur has observed and indicted the CGEWHO for delay of the project which was due to be completed in July 2009;

(c) If so, the details thereof indicating the compensation proposed to be paid by the CGEWHO to the Government servants for the delay; and

(d) The steps taken against those responsible for the delay?

MINISTER OF HOUSING AND URBAN POVERTY ALLEVIATION (KUMARI SELJA)

(a): As per information given by CGEWHO, rule provides that the time limit fixed for completion of dwelling units (DUs) is 30 months from the date of commencement of construction including Chennai Phase-II project.

(b)&(c): Yes, Madam. CGEWHO has informed that District Consumer Forum Thiruvallur has observed on the delay in Chennai Phase-II project. Appeal is being filed by them in State Consumer Forum against the Order of the District Consumer Forum, Thiruvallur and also for injunction Order against compensation.

(d): CGEWHO has informed that the project has been delayed due to unforeseen reasons; heavy rainfall & subsequent flooding as well as requirement of additional works towards pile foundation, delay in supply of steel, non-release of timely payment to the contractor, scarcity of sand and non-availability of water proofing material at site. CGEWHO has deployed additional manpower and materials and has also constituted Project Monitoring Committee (PMC) to monitor the completion of housing projects.
