Question : Training to the Youth for Animal Husbandry and Pisciculture

(a) whether the Government has any scheme for imparting training to the youth in animal husbandry and pisciculture;
(b) if so, the details thereof;
(c) whether the Government has any scheme for providing loans at subsidized rates of interest to the youth after imparting them training in animal husbandry and pisciculture; and
(d) if so, the details thereof?

(a) to (d) There is no any specific scheme/programme being implemented by the Government for imparting training to the youth in animal husbandry and pisciculture. However, the Government is implementing National Livestock Mission with a Sub-mission on “Skill Development, Technology Transfer & Extension” comprising nine components including Training and capacity Building. Also, there is a component of establishment of Multi Purpose AI technicians in Rural India (MAITRIs) under Rashtriya Gokul Mission for training of Educated Rural Youth in Artificial Insemination. After completion of training, AI equipments and cryocontainers are made available to MAITRIs for conducting artificial insemination at farmers’ doorstep on self sustainable basis.
Further, the Government extends financial assistance to various State/Central Department and Institutes to impart training in pisciculture in accordance with the guidelines of NFDB-HRD Action Plan. The details of the various programs are as follows.
i. Training of Trainers (ToTs)- 5 days/25 trainees at a cost of Rs. 2.0 Lakhs per batch
ii. Skill Development Programs (SKD)- 3 days/50 trainees at a cost of Rs. 1.25 Lakhs per batch
iii. Aqua Clinics and Aquapreneurship Development Programs – 4 weeks/30 trainees at a cost of Rs. 13.5 Lakhs per batch
iv. Long Duration Skill Development Programs as per ASCI-QP’s - 25 days/ 25 trainees at a cost of Rs. 6.0 Lakhs per batch
v. One day Workshops/awareness programs – one day/100 trainees at a cost of Rs. 50,000 per batch
Under a component of Entrepreneurship Development and Employment Generation (EDEG) of sub-mission Livestock Development under National Livestock Mission (NLM), the activities relating to poultry, small ruminants and pig are supported with subsidy at the rate of 25% for General category members and 33% for SC/ST and BPL category members. The funds to the tune of Rs. 175.00 crore and Rs. 139.99 crores have been released to NABARD under EDEG-NLM during 2018-19 and 2019-20 (Till November 2019) respectively and, 12054 and 323 (Till November 2019) beneficiaries have been assisted.
