Question : Performance of CPSUs

(a) whether Evaluation of the performance of Central Public Sector Undertakings (CPSUs) is done annually;

(b) if so, the details of performance ratings of CPSUs during each of the last three years;

(c) the details of MOUs signed by each of the above CPSU during the last three years and the current year; and

(d) the support provided by the Government to loss making CPSUs?

(a) Evaluation of the performance of Central Public Sector Enterprises (CPSEs) against targets fixed in their respective Memorandum of Understanding for a financial year is done annually at the end of that financial year.

(b) (b) & (c) Memorandum of Understanding (MoU) is a mutually negotiated agreement between the management of the CPSE and its Administrative Ministry/Department wherein annual targets are fixed for various parameters. The achievement of targets fixed in the MoU is the responsibility of the management of CPSEs and its Administrative Ministry/Department. An overview of performance rating of CPSEs for last 3 years is given below:

The details of the evaluation of the achievements vis-s-vis MoU targets for each of the CPSEs for the last three years is enclosed at Annex.

(d) The concerned administrative Ministries/Departments of the loss making CPSEs formulate revival/restructuring proposals for these CPSEs which may include financial and non-financial support to them.
