Question : Budget Allocation to NER

(a) whether certain percentage of the budget is allocated to each Ministry/Department is earmarked for the North Eastern Region (NER);
(b) if so, the details thereof indicating the amount spent by each Ministry in the NER during each of the last three years; and
(c) the monitoring mechanism in place to ensure judicious utilisation of the said fund?

(a) Various Ministries/Departments of Government of India, excepting those who have been specifically exempted, are required to earmark at least 10% of their Central Plan allocation (less provision for externally aided schemes and local or event specific schemes/projects) for expenditure in the North Eastern Region.

(b) The provisional Expenditure figures of non-exempted Ministries in the North Eastern Region during last three years is given at Annexure-I.

(c) While concerned Ministries/Departments monitor implementation of the schemes at their level, Ministry of DoNER in its co-ordinating role, closely monitors expenditure under the mandatory 10% annual Gross Budgetary Support to non-exempt Ministries for the North Eastern Region. Sectoral reviews are undertaken from time to time. Inter-Ministerial Committees have been set up by the Ministry of DoNER to bring greater synergy in ongoing efforts of the Government for the development of North Eastern Region.
