Question : Clearances for Central Vista Redevelopment Project

(a) whether all the clearances for execution of the Central Vista Redevelopment Project have been obtained before starting the project;

(b) if so, the details thereof including the clearances from various agencies;

(c) whether Delhiā€™s Heritage Conservation Committee was not consulted while plans for the revamped enclave was made and if so, the reasons therefor;

(d) the total cost of the Central Vista Redevelopment Project; and

(e) whether, it was
so necessary to undertake the project during the COVID-19 pandemic and if so, the details thereof?

(a) &(b) All clearances for construction of New Parliament Building such as Central Vista Committee, Delhi Urban Arts Commission, Delhi


Fire Services, Environment Clearance, Tree Cutting/ Transplantation clearance from Forest Department GNCTD, Heritage Conservation Committee, No Objection Certificate from Delhi Metro Rail Corporation and approval by Urban Local Body have been obtained. Clearance for all other projects shall be taken in due course before taking up construction activities.

(c) Clearance of Heritage Conservation Committee has been obtained on 11.01.2021 for construction of New Parliament Building. Clearance of Heritage Conservation Committee for development of Central Vista Avenue has been obtained on 02.02.2021. For other projects, same will be obtained, if required after finalization of plans.

(d) Work on New Parliament Building and Central Vista Avenue have been awarded at the cost of ?862 crore and ?477 crore respectively. Detailed Project Report (DPR) and cost estimates of other projects have not been finalized.

(e) In the current scenario, the project shall generate large number of direct and indirect employment which could be an important fulcrum for economic revival.
