Question : Targets under PMAY-G

(a) whether the Government has formally launched the Pradhan Mantri Awaas Yojana (PMAY)-Gramin recently and if so, the details thereof and the salient features of the said scheme;

(b) the target fixed for construction of houses in the first phase and the time by which first phase is likely to be started and completed;

(c) the minimum cost of each house to be constructed in rural areas along with the provision for bank loan in this regard;

(d) the steps taken/being taken by the Government to follow a transparent process in the allotment of houses under the scheme; and

(e) the number of households displaced due to developmental projects and the steps being taken by the Union Government to provide houses to such oustees under the Pradhan Mantri Awaas Yojana (Gramin) in consultation with State Governments, State/UT-wise?

Statement referred to in reply to parts (a), (b), (c), (d) and (e) of the Lok Sabha Starred Question No. 326 due for answer on 08.12.2016.

(a) ,(b) and (c) : Yes, Madam. Pradhan Mantri Awaas Yojana -Gramin (PMAY-G) is being implemented from 1st April, 2016. The salient features of PMAY-G are as under:

i. Providing assistance for construction of 1.00 crore houses in rural areas in the first phase over the period of 3 years from 2016-17 to 2018-19.

ii. Enhancement of unit assistance from Rs. 70,000 to Rs.1.20 lakh in plain areas and from Rs. 75,000 to Rs.1.30 lakh in NE States/hilly States/difficult areas including IAP districts.

iii. Identification of beneficiaries using Socio Economic and Caste Census 2011 (SECC 2011) data.

The identification and selection of beneficiaries from SECC 2011 list shall be done by the Gram Sabha, based on the housing deficiency and other social deprivation parameters.

iv. The minimum house size enhanced from from 20 sq.mt. to 25 sq.mt. including a dedicated area for hygienic cooking.

v. Provision of toilets at Rs. 12,000 from Swachh Bharat Mission (SBM) or any other dedicated financing source.

vi. 90/95 days unskilled wage labour under MGNREGA over and above unit assistance cost.

vii. If the beneficiary so chooses, he/she will be facilitated to avail loan from Financial Institutions for an amount upto Rs. 70,000.

viii. Setting up of National Technical Support Agency at national level to provide technical support in achieving the target set under the project.

(d) : Under PMAY-G, allotment of houses will be made to all houseless households and households living in zero/one/two room houses with kutcha roof and kutcha wall as per SECC 2011. Priority to the beneficiaries within the list will be assigned to houseless followed by 0, 1 and 2 room katcha house. The selection of beneficiaries is done on the basis of lists generated using SECC 2011 data as validated by Gram Sabha with provision of appeal in case of wrong deletion/priority change.

(e) : Under PMAY-G, financial assistance is to be provided to the households covered under housing deprivation as per SECC 2011 database. There is no provision of providing assistance under PMAY-G to all the people displaced due to developmental projects. Such rehabilitation is part of the rehabilitation package of these developmental projects.
