Question : Performance Review of MGNREGS

(a) whether the Government has brought out a performance review of the National Rural Employment Guarantee Scheme (MGNREGS);

(b) if so, the details thereof along with the highlights of performance review with special reference to Kerala;

(c) the details of shortfalls or loopholes identified in the review; and

(d) whether the issue of payment delays is proposed to be addressed by the Government and if so, the details thereof?

(a) to (d): The Ministry has established a comprehensive system of monitoring and review mechanism for Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in States/UTs including Kerala. The evaluation of works under MGNREGA is regularly done in the Performance Review Committee meetings, Video conferences and weekly meetings. State specific reviews of States including Kerala are also undertaken from time to time. Officers of the Ministry and National Level Monitors also visit various districts to oversee the performance of MGNREGA. During these reviews, the implementation aspects that need strengthening are identified including the areas for improvement in the quality of assets. The major steps taken by the Government to improve the programme implementation including ensuring timely payment of wages workers under MGNREGA are given in the Annexure.
