Question : Promotion of Tribal Culture

(a) whether the Government has received any requests / proposals from States including Chhattisgarh for providing assistance to private organisations for the promotion of tribal culture, museum, etc. and if so, the details thereof;

(b) the norms for considering grant of funds/assistance for the proposals received,

(c) the details of the proposals pending with the Government; and

(d) the time by which the said proposals are likely to be sanctioned?

(a) & (b): Receipt of requests / proposals from the State Governments for providing assistance to private organisations for the promotion of tribal culture etc., is a continuous process. Funds are provided to State Tribal Research Institutes (TRIs) under the Scheme ‘Support to TRI’ for various activities including construction of museum, library, language primers, research work, seminar/workshop, publication of books, development of documentaries, organisation of tribal festivals etc. Funds are also provided to private institutions for carrying out research work on various tribal issue under the Scheme ‘Tribal Festival, Research Information and Mass Education’. Mechanism of Project Appraisal Committee (PAC) under the Chairpersonship of Secretary(Tribal Affairs) has been adopted for appraisal and approval of projects subject to availability of funds under the relevant schemes for the purpose. As per Guidelines in vogue, funds are sanctioned to reputed institutions, Universities, State Tribal Research Institutes (TRIs), Institute affiliated with UGC / AICTE and State / UT recommended NGOs. Sanction orders delineating therein the name of the activities / projects alongwith fund sanctioned are uploaded on the Ministry’s website (www.tribal.nic.in) and the same are available in public domain.
Proposal for construction of a state-of-the-art Tribal Museum of national importance at Garudeshwar, Rajpipla in Gujarat State for tribal freedom fighters has been sanctioned during 2017-18. Besides, MoTA has also approved the proposal for setting up museums for tribal freedom fighters in the following States;-

(c) & (d): There is no pendency with respect to the proposals received through State Governments during 2017-18.
