Question : Vacancies of Bureaucrats

(a) the details of vacancies in IAS, IPS and allied cadres and services in various Ministries/Departments of Central and State Governments;

(b) the updated status of action taken by Central Government to fill up the said vacancies; and

(c) the steps taken by the Government to ensure that recruitment process of an incumbent is completed well before the retirement of a senior level officer?

(a): Data regarding vacancies in Civil Services is maintained by respective Cadre Controlling Authorities including the State Governments. The Department of Personnel & Training is the cadre controlling authority for Indian Administrative Service (IAS). As on 01.01.2015, 4802 IAS officers are in position against the Total Authorized Strength of 6375. In relation to IPS, as on 01.01.2015, 3848 IPS officers are in position against the Total Authorized Strength of 4754.
(b): Filling up of the vacancies is a continuous process. The Union Public Service Commission (UPSC) conducts Civil Service Examination (CSE) for filling up of vacancies on direct recruitment basis in IAS, IPS and other allied cadres every year. In promotion Quota too, prompt actions have been taken for holding of Selection Committee Meetings timely for appointment by promotion/selection of State Service/Police Officers to IAS and IPS.

In respect of IPS, a third mode of recruitment to IPS, i.e., “Limited Competitive Examination”, has also been introduced.
(c): It is the endeavor of Central Government to fill up vacant posts expeditiously. Each cadre controlling authority intimates vacancy position, including vacancies arising out of superannuation of officers, in the respective cadre for filling up to Union Public Service Commission through Civil Service Examination.
