Question : Implementation of Assurances

(a) whether the implementation of assurances given by Ministers in Parliament is a function of the Ministry;

(b) if so, the details of assurances given, implemented and the number of pending assurances during the current Lok Sabha, Ministry-wise;

(c) whether there is an increase in the pendency of assurances between the 15th and 16th Lok Sabha;

(d) if so, the details thereof and the reasons therefor; and

(e) the follow-up action taken by the Government with respective Ministries for fulfilment of pending assurances?

(a) No Madam, However, being a Nodal Ministry, the Ministry of Parliamentary Affairs monitors the implementation of the Government Assurances given by Ministers in Parliament and periodically lays implementation Reports in fulfillment of the Assurances received from concerned Ministries/Departments on the Table of the House during session period.

(b) During the current Lok Sabha 4588 Assurances were given. Out of these 2518 Assurances were implemented and 1857 Assurances are pending. Ministry-wise details are at Annexure.

(c) No Madam, As per the records of this Ministry at the end of Fifteen Lok Sabha, 3263 Assurances were pending and till 5th January 2018, 2502 Assurances are pending in Lok Sabha. There is, therefore, no increase in pendency of Assurances between the Fifteenth & Sixteenth Lok Sabha.

(d) Does not arise.

(e) The Ministry of Parliamentary Affairs reviews the stage implementation of pending Assurances by holding periodical review meetings with officers of Ministries/Departments for expeditions fulfullment of the Assurances.
