(a) whether the Government has received proposals from the State Government of Andhra Pradesh to include Sistakaranam, Kalinga Vysya, Sondi, Atirasa, Bukka Ayyavars, Gotrala, Kaikapadi, Siddula, Sikligar, Varala, Lakkamari Kapu, the predominant backward castes in the central OBC list;
(b) if so, the details thereof and the reasons therefor;
(c) whether the Government is planning to include all of these castes in the central OBC List; and
(d) if so, the details thereof?

(a) & (b): Proposals have been received from various sources including the State Government for inclusion of the following castes/communities in the Central List of Other Backward Classes for the State of Andhra Pradesh:
(1) Sistakaranam, (2) Kalinga Vysya, (3) Sondi, (4) Bukka Ayyavaras.
2. No proposal have been received from the State of Andhra Pradesh for inclusion of the following castes:
(i) Gotrala (confined to Telangana region only)
(ii) Varala (confined to Telangana region only)
3. No proposal has been received for inclusion of the Kaikapadi. However, a caste ''KASI KAPADI'' is already existing in the Central List of OBCs for the State of Andhra Pradesh:
4. The following castes are already included in the Central List of OBCs for the State of Andhra Pradesh:
(i) Atirasa, (ii) Siddula, (iii) Sikligar, (iv) Lakkamari Kapu (confined to Telangana Region only)
5. Sistakaranam, Kalinga Vyasa, Sondi, Bukka Ayyavaras castes/communities will be reviewed by the National Commission for Backward Classes based on the Socio-Economic and Castes Census-2011 data.
(c) & (d): Inclusion of castes/communities in the Central List of Other Backward Classes is a continuous process. This Ministry notifies castes/communities in the Central List of OBCs for different States/Union Territories on examining advice tendered by the National Commission for Backward Classes under Section 9(1) of the NCBC Act, 1993.
At present, no advice is pending for inclusion of castes/communities in the Central List of OBCs for the State of Andhra Pradesh in this Ministry.
