Question : DELAY IN PROJECTS



(a) the details of number of major projects coming up in the Central Sector being monitored by the Ministry;

(b) whether a number of such projects delayed over decades resulting in cost escalation of those projects;

(c) if so, the details thereof and the reasons for the same; and

(d) the action taken/proposed to be taken by the Ministry for speedy implementation of the major projects?

(a): The Ministry of Statistics and Programme Implementation monitors the Central Sector Infrastructure Projects costing Rs. 150 Crores and above on the basis of information supplied by the Project Implementing Agencies. As on 1st September, 2012, 560 projects of 14 infrastructure sectors were on the monitor of this Ministry.

(b) & (c): The details of projects delayed by more than decade along with cost overrun is at Annexure. The delay in these projects is due to fund constraints, delay in land acquisition, delay in forest clearance and geological surprises.

(d): The major steps initiated/proposed to be initiated to ensure timely completion of projects includes rigorous project appraisal, prioritization of projects in the light of resources constraints, setting up of an On-line Computerised Monitoring System(OCMS) for better monitoring, higher weightage to project implementation by PSUs in the MOUs signed between them and the administrative Ministries, setting up of Central Sector Project Coordination Committee (CSPCC) in states under respective Chief Secretaries for removal of bottlenecks and impediments in project implementation and constitution of an Inter-Ministerial Group (IMG) under chairmanship of Secretary (S&PI) to facilitate the speedy implementation of major projects.
