Question : Welfare of De-Notified- Nomadic and Semi-Nomadic Tribes

(a) whether the Government has not made key appointments to the Board for development and welfare of De-notified, Nomadic and Semi-nomadic communities announced in February;

(b) if so, the details thereof and the reasons for the delay;

(c) whether the Government had set up any committee under NITI Aayog to identify de-notified tribes, nomadic tribes, semi-nomadic tribes and notified tribes that are not yet formally classified;

(d) if so, the details thereof along with the mandate of the said committee;

(e) whether the Government proposes to implement the recommendations of Renke Commission and Idate Commission set up for these communities; and

(f) if so, the details thereof and the steps taken by the Government in this regard?

(a) & (b): As per the cabinet approval the following action has already been taken regarding key appointments to the Board for development and welfare of De-notified, Nomadic and Semi-nomadic communities:
I. Appointment of Chairperson and Members of the Board has been notified vide gazette notification dated 11.03.2019.
II. Joint Secretary, D/o Social Justice and Empowerment has been appointed as ex-officio Member of the DWBDNCs vide gazette notification dated 26.06.2019.
(c) & (d): Yes, a committee under the Chairmanship of Vice Chairman, NITI Aayog has been setup to complete the process of identification of the De-notified, Nomadic and Semi-Nomadic Communities that have not yet been formally classified by the National Commission for De-Notified, Nomadic and Semi-Nomadic Tribes (NCDNT) also known as Idate Commission.
(e)&(f): Pursuant to announcement made by Hon''ble Finance Minister during interim budget speech and after consideration of the recommendations made by the National Commission for Denotified, Nomadic and Semi-Nomadic Tribes (NCDNT), also known as Idate Commission, a proposal was sent vide Cabinet Note dated 15th February, 2019 soliciting approval of the Cabinet for Setting up a Development and Welfare Board for Denotified, Nomadic and Semi-Nomadic Communities (DWBDNCs) and Setting up of a Committee under the chairpersonship of Vice-Chairman, NITI Aayog alongwith three members to be nominated by the Government of India, to complete the process of identification of the Denotified, Nomadic and Semi-Nomadic Communities (DNCs) that have not yet been formally classified.
