Question : Honorarium of Anganwadi Workers- Helpers

(a) whether the remuneration/honorarium paid to Anganwadi Workers/Helpers is low compared to even the daily wage workers, if so, the details thereof and the reasons therefor;
(b) whether the Government proposes to enhance the honorarium being paid to Anganwadi Workers/Helpers, if so, the details thereof and if not, the reasons therefor;
(c) whether the recommendations of the Parliamentary Committee are also proposed to be implemented in this regard, if so, the time-frame thereof and if not, the reasons therefor;
(d) whether the Government has also convened any meeting with the States regarding the demands and pay hike of Anganwadi Workers/Helpers and if so, the details thereof; and
(e) the further steps taken by the Government to address the problems/demands of Anganwadi Workers/Helpers?

Statement referred to in reply to Part (a) to (e) of Lok Sabha Starred Question No. 193 regarding "Honorarium of Anganwadi Workers/Helpers" for answer on 28.07.2017 raised by Shri Ravinder Kushawaha and Shrimati Kavitha Kalvakuntla.

(a): Integrated Child Development Services (ICDS) Scheme envisages the Anganwadi Workers(AWWs) & Anganwadi Helpers (AWHs) as “honorary workers” from the local community who come forward to render their services, on part time basis, in the area of child care and development. There is a difference in persons employed as daily wagers and honorary workers. Daily wagers are paid for the day they perform the work whereas Anganwadi Workers & Anganwadi Helpers are paid for the month they work with other attendant benefits, which are not available to the daily wagers.

(b) & (c): AWWs & AWHs are honorary workers who are paid monthly honoraria as decided by the Government from time to time. The present rate of honoraria paid to the AWWs & AWHs since 01.04.2011 is Rs.3000/- and Rs.1,500/- per month respectively. The monthly honorarium paid to AWWs of Mini-AWCs since 04.07.2013 is Rs.2250/-. Revision of honorarium of these functioneries is a continuing process. The rate of honoraria paid to the AWWs & AWHs from time to time since 1975 is given in the following table:-

Besides this, most of the State Governments/UT Administrations are also giving additional honorarium to AWWs and AWHs out of their own resources. States/UTs-wise details is at Annex-A.

(d): This Ministry has been convening periodical meetings with the States/UTs on various issues concerning implementation of the Scheme. In these meetings, States/UTs have been urged to consider the enhancement of honorarium of Anganwadi Workers/Helpers from their own resources as additional honorarium. As a result, many States/UTs have enhanced the honorarium of these functionaries.

(e): Government of India has been fully conscious of the voluntary services of these functionaries and the benefits available to AWWs/AWHs. Efforts have been made to improve their working conditions by extending facilities/benefits from time to time which are mentioned below :-

? Leave: They have been allowed paid absence of 180 days of maternity leave.

? Insurance cover: The Govt. of India introduced `Anganwadi Karyakartri Bima Yojana’ to Anganwadi Workers/Anganwadi Helpers w.e.f. 01.04.2004 under Life Insurance Corporation’s Social Security Scheme.

Pursuant to the decision taken in the Committee of Secretaries (CoS) meeting held on 04.09.2015 on Convergence of Social Security Insurance, it has been decided to cover AWWs and AWHs in the age group of 18 to 50 years under PMJJBY; the AWWs and AWHs in the age group of 18-59 years under PMSBY and the AWWs/AWHs in the age group of 50 to 59 years would continue to remain under the AKBY (modified) as long as they are engaged.

The scholarship component of AKBY will continue for these beneficiaries who are eligible for the benefits during the current Academic Year.

? Award: In order to motivate the Anganwadi Workers and give recognition to good voluntary work, a Scheme of Award for AWWs has been introduced, both at the National and State level. The Award comprises Rs.25,000/- cash and a Citation at Central level and Rs.5000/- cash and a Citation at State level.

? Promotion: Reservation of 50% of vacant posts of Supervisors for AWWs, recruitment of 25% of AWWs from AWHs etc.

? Uniform: Government has made a provision for a set of two Uniform (saree/suit @ Rs.300/- per saree per annum) and a name badge to Anganwadi Workers and Helpers.
