Question : Teachers in Assam

(a) whether it a fact that required number of teachers are not available in Assam;
(b) if so, the details thereof;
(c) whether there is any policy of the Government regarding appointment of teachers in Assam
through Teacher Eligibility Test (TET); and
(d) whether the Government has made any special provision to facilitate the filling of vacant
teaching posts at a faster rate in the State and if so, the details thereof ?

(a) and (b): The Annual Work Plan and Budget of Sarva Shiksha Abhiyan (SSA) Scheme of
State of Assam for 2017-18 indicates a total vacancy of 20,105 teachers at elementary level in the
State. Government of Assam has taken initiatives for filling up vacant posts of teacher in the State
and has advertised for filling up 7042 posts of Assistant Teacher on 30th June, 2017.
(c): In accordance with the provisions of the Right of Children to Free and Compulsory
Education (RTE) Act, 2009 the academic authority namely, National Council for Teacher
Education (NCTE) has laid down minimum qualifications for a person to be eligilble for
appointment as an elementary teacher, and these include passing of Teacher Eligibility Test (TET).
RTE Act, 2009 is applicable in all States and UTs including Assam.
(d): Due to the non-availability of teachers possessing minimum qualifications as laid down by
the NCTE, Government of Assam had sought relaxation under Section 23(2) of the RTE Act, 2009
to recruit teachers who do not possess these. The Central Government has examined and
considered the proposal of the State and has granted relaxation upto 8th September, 2018 by
notification dated 13th April, 2017 to Assam for the same.
