Question : CONSTRUCTION OF JAIL



(a) the details of the rules and guidelines laid down for identification and acquisition of land for construction of new Central jails and State jails; and

(b) whether the local people have submitted representations regarding violation of the said rules in the course of construction of the proposed new jail in Rampur and if so, the steps taken by the Government in this regard?

(a) “Prisons” is a State subject under Entry 4 of List II of the Seventh Schedule to the Constitution, and Prison Administration is primarily the responsibility of the State Governments. However the Model Prison Manual brought out in 2003 by the Bureau of Police Research & Development (BPR&D) contains guidelines for construction of new prisons as per stipulated norms (Chapter-II – under Prison Architecture & Norms for prison buildings) which are available on the website link of BPR&D http://www.bprd.nic. in/writereaddata/linkimages/5230647148-Model%20Prison%20Manual.pdf

(b) The land identified by a Committee constituted for this purpose and headed by District Magistrate, Rampur who is also ex-offcio DIG(Prisons) for construction of a new jail in Rampur has an area of 41.744 hectare and the land belongs to the UP State Sugar and Cane Development Corporation Ltd, Rampur and is on Rampur-Nainital Road which is 2 Kms away from the city. The construction of the new jail on the land identified by the Committee has been approved by the State Government in 2013.
