Question : STROKE CASES



(a) whether it is estimated that India will report 1.6 million cases of stroke annually and at least one-third out of them are likely to be disabled;

(b) if so, the details thereof and the reasons therefor;

(c) whether the Government has proposed/prepared any national guidelines for stroke management;

(d) if so, the details thereof; and

(e) the steps taken/proposed to be taken by the Government to provide necessary facilities in the hospitals to deal with the stroke cases as per the guidelines?

(a) to (e): As per an estimate projected by the National Commission on Microeconomics and Health, cases of stroke(s) are expected to be 1.67 million in 2015 (among 20-79 age group) with a case fatality rate of 25%. Data on disability due to strokes is not available. The emergence of stroke cases are attributed to demographic, lifestyle and socio-economic transitions. With increased life expectancy, changes in dietary habits and decreased physical activity, the population is exposed to risk factors of stroke including obesity, high blood reassure, hyperlipidemia, diabetes and tobacco use. Guidelines on important issues/diseases are developed and updated from time to time in accordance with national strategies.

Cases of stroke(s) are attended to in the health care delivery system at various levels including Community Health Centre, District Hospital, Medical Colleges and apex institutions like All India Institute of Medical Sciences (AIIMS), Post Graduate Institute of Medical Education and Research, Chandigarh etc.

To address the non-communicable diseases including stroke, the Ministry of Health & Family Welfare has formulated a draft National Programme for Prevention and Control of Diabetes, Cardiovascular Disease and Stroke which has been approved by the Expenditure Finance Committee on 8th March, 2010.
