Answer given by the minister

MINISTER OF HUMAN RESOURCE DEVELOPMENT
(SMT. SMRITI ZUBIN IRANI)

(a) & (b): The University Grants Commission(UGC) has informed that it provided financial assistance to Universities and Colleges for conducting various courses under the scheme of Human Rights Education (HRE), which includes a component of value education, at under-graduate and post-graduate level. Value education is imparted to students to create awareness and commitment to values among them. The scheme has now been merged with the scheme of General Development Assistance to Universities and Colleges and these institutions can take up Value Education under the General Development grants provided to them. The guidelines of General Development Assistance are available at http://www.ugc.ac.in/page/XII-Plan-Guidelines.aspx .
The UGC has further informed that there is an exclusive scheme for development of Sports Infrastructure and Equipment in Universities and Colleges. The guidelines of the scheme are at http://www.ugc.ac.in/pdfnews/6483817_English-Guidelines-of-Sports.pdf .
