Question : Assistance for Artificial Limbs

(a) The details of modalities/ guidelines of an agreement signed between the Government and the M/s Ottobock for distribution of artificial limbs to the differently abled/accident victims ;

(b) whether there is any provision to provide financial aid to the said persons for modern electronic artificial limbs manufactured by M/s Ottobock, and if so, the details thereof ; and

(c) whether any provision is made to provide financial aids from MPLAD fund for purchase of the artificial limbs and if so, the details thereof?

(a) Artificial Limbs Manufacturing Corporation of India (ALIMCO), a Central Public Sector Undertaking under this Ministry has entered into a Memorandum of Understanding (MOU) with M/s Ottobock India for producing affordable State of Art lower limb prosthetic systems in India on 3rd December, 2014. Further, the Transfer of Technology (TOT) and Technical Consultancy Service Agreements were signed on 20th May, 2015 for mass manufacturing of new generation Lower limb prosthetic system for Persons with Disabilities (PwDs) in the country at affordable price. Technology Transfer would enable the ALIMCO, Kanpur to produce and provide cost effective and advanced lower limb prosthetic system in the country.

(b) The Ministry is implementing the Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP) with the main objective to assist the needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation.

In the ADIP Scheme, there is provision for financial assistance for modern assistive devices for PwDs. The extent of financial support would be limited to Rs. 10,000 for single disability and Rs. 12,000 for students with disabilities in respect of devices costing up to Rs.20,000. Further, all expensive items costing above Rs.20,000, as notified by the Ministry, except cochlear implant are eligible for assistance under the scheme. Government of India shall bear 50% of cost of these items and the balance amount shall be contributed by either the State Govt. or the NGO or any other agency or by the beneficiary concerned subject to prior approval of Ministry on case to case basis; limited to 20% of the Budget under the Scheme.

The ALIMCO also endeavors to make available High-end products through back-to-back outsourcing tie-up with manufacturers.

(c) As per the Guidelines dated 15th May, 2014 regarding “Members of Parliament Local Area Development Scheme (MPLADS)” ( Para 3.28) issued by the Ministry of Statistics & Programme Implementation, Members of Parliament may recommend upto a maximum of Rs.10 lakh per year OR the consolidated entitled amount of their balance tenure, effective from the financial year 2011-12, at any time from their MPLADS fund for giving assistance to the physically challenged. Such assistance will be given only for the purchase of tricycles (manual/battery 0perated/motorized), motorized/ battery operated wheelchair and artificial limbs for differently abled deserving persons.
