Question : Bonded Labour

(a)the details of the scheme for Rehabilitation of Bonded Labour implemented by the Government;
(b)the details of funds allocated in the last five years, district and State-wise;
(c)the total number of bonded labourers released and rehabilitated across the country as on date;
(d)whether the Government will consider implementing the recommendations of the International Labour Organization report on bonded labour, 2014, if so, the details thereof; and
(e)the details of measures/steps taken by the Government to spread awareness for eradication of bonded labour?

(a): The Government of India has implemented a Central Sector Scheme for Rehabilitation of Bonded Labourers-2016 w.e.f. 17.05.2016 under which financial assistance to the tune of Rs. 1.00 (one) lakh, Rs.2.00 (two) lakh & Rs. 3.00 (three) lakh are provided to released bonded labourers based on their category and level of exploitation along with other non-cash assistance for their livelihood.

(b): Fund allocation during last five years under the Scheme for Rehabilitation of Bonded Labourers-2016 is as under :-

No District, State-wise fund allocation is made.

(c): The total number of bonded labour identified and released is 3,13,687 and total number of bonded labour rehabilitated is 2,93,725 (19962 bonded labourers are not available for rehabilitation. Either they have died or left the place without leaving their addresses).

(d): No such proposal is under consideration of the Government.

(e): Implementation of the Bonded Labour System (Abolition) Act, 1976 is the responsibility of the State governments. Under the Scheme for Rehabilitation of Bonded Labourer – 2016, Central government provides assistance of Rs. ten lakh per annum per state for undertaking awareness generation activities.
