Question : Compassionate Appointment

(a) whether the Government proposes to raise the current percentage of quota for compassionate appointment;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether there are different parameters for appointment on compassionate ground in various departments; and

(d) if so, the details thereof and the reasons therefor and the measures taken by the Government to bring about uniform parameters for all Ministries/Departments and the number of cases of compassionate appointment pending in various Ministries along with the steps taken in this regard?

(a) &(b): No, Madam.
(c) & (d): Compassionate Appointments in the Central Government are regulated as per instructions issued by the Department of Personnel and Training vide Office Memorandum No. 14014/6/94-Estt.(D) dated 09.10.1998 as amended from time to time. All these instructions have been consolidated vide Office Memorandum No. 14014/02/2012-Estt.(D) dated 16.01.2013. These instructions are to be followed by all the Ministries/Departments of the Government of India, while making appointments on compassionate grounds. To monitor the status of implementation of the appointments on compassionate ground, a software namely Compassionate Appointment Monitoring System (CAMS) has been developed by the Department of Personnel & Training.
