Question : Skill India Mission

(a) whether as per 68th round of the National Sample Survey Organisation an estimated 10.4 crore fresh workers would enter the labour market;

(b) if so, the details thereof and the action taken by the Government to impart skill training to the youth;

(c) whether the Government has launched recently an ambitious Skill India Mission and if so, the details thereof along with the salient features/thrust areas/action plan/modalities involved/MoUs signed thereof;

(d) whether the Union Government has asked all the State Governments to launch the Mission and if so, the details thereof along with the reaction of the State Government''s thereon;

(e) whether the Government also proposes to launch skill vans that will go to remote areas to train unskilled workers and if so, the number of unskilled workers that are going to be trained in a year; and

(f) the other steps taken/being taken by the Government to achieve the ambitious Skill India Mission targets of 40.2 crore workers by 2022 and the time by which the work is likely to commence on the said project?

Answer given by the minister

(a) & (b) Yes, Madam. It is estimated that 10.4 crore fresh entrants will be entering the labour market during the period 2015 to 2022. In cognizance of this fact, the Government has notified the National Policy for Skill Development and Entrepreneurship on 15.07.2015, to provide a roadmap to meet the challenge of Skilling on a large Scale at Speed with high Standards to ensure Sustainable livelihoods for all citizens in the country.


(c) & (d) The Ministry has also launched the National Skill Development Mission to create convergence across sectors and States in terms of skill training activities. Further, to achieve the vision of ‘Skilled India’, the National Skill Development Mission would not only consolidate and coordinate skilling efforts, but also expedite decision making across sectors to achieve skilling at scale with speed and standards. It will be implemented through a streamlined institutional mechanism driven by Ministry of Skill Development and Entrepreneurship (MSDE). The Mission document recommends an institutional structure at the State level which would be driven by the State Skill Development Mission and would replicate the institutional structure of the National Mission at State level.

(e) & (f) To promote sector specific skill training programmes in the country, National Skill Development Corporation (NSDC), a public private partnership entity has been set-up by the Government. As on 30th June, 2015, there are 211 NSDC affiliated training partners with 3669 operational training centres, including 745 mobile centres with coverage across the Country. The National Skill Development Mission proposes to converge all skill training efforts across the Country, in order to meet the challenge of skilling in the Country.
