Question : PROMOTION OF E COMMERCE



(a) whether it is a fact that Indian e-commerce is projected to touch Rs. 25,000/- crore by 2005;

(b) if so, the basis of this calculation and the role of the Government to promote e-commerce;

(c) whether the Government propose to conduct focussed studies and create a trust in electronic environment to establish a digital signature framework; and

(d) if so, the details thereof?

(a) and (b): As per the report of the Confederation of Indian Industry (CII) National Committee on E-Commerce (June 2001), Indian e-commerce is projected to touch Rs.50,000 crore by 2003. A joint study by National Association of Software and Services Companies (NASSCOM) and Boston Consulting Group has projected total e-commerce transaction in India to be Rs.1,95,000 crores by 2005. Government of India is promoting infrastructural and legal support for e-commerce.

(c) and (d): The Government has set up the Controller of Certifying Authorities (CCA) as part of the legal and administrative framework for creating trust in electronic environment as per provisions of the IT Act, 2000. The process of establishment of the Public Key Infrastructure (PKI) in the country in the form of Certifying Authorities (CAs) has started with the finalisation of standards and guidelines for filing of applications by the prospective CA applicants. The CCA is interacting with the CA technology providers, Legal experts and Auditors through appropriate forums for creating conducive atmosphere for promoting the digital signature framework for the growth of e-commerce and e-goverance.
