Question : Status of PMKVY

(a) the status of the implementation of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and details of all the programs that have been launched under the scheme and their current status, State-wise, for the last one year;

(b) the number of people trained under PMKVY and the people so trained who got employment during the last three years and the current year, State/UT-wise including Uttar Pradesh and Telangana;

(c) the details of skilling centres in the North East, State-wise, and reason for a low figures if any, specifically in Meghalaya; and

(d) whether any measure of outcomes has been taken to check employability status of youth who had undergone training under PMKVY and if so, the details thereof along with training centres with lowest placement percentage, State/UT-wise?

Answer given by the minister

(a) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2015-16 was implemented by National Skill Development Corporation (NSDC) with the objective to enable a large number of Indian youth to take up industry-relevant short term fresh skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills were also assessed and certified under Recognition of Prior Learning (RPL) category.

After successful implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2015-16, Government has modified its guidelines to make more effective, transparent and beneficiary oriented. Under modified PMKVY (2016-20), Government runs high employment potential industry relevant courses for prospective candidates. Industries are actively participating as accredited and affiliated training partners/centers in imparting training-cum-placement activities as per National Skill Qualification Framework (NSQF) Norms. This scheme has two components known as Centrally Sponsored Centrally Managed (CSCM) being implemented by National Skill Development Corporation (NSDC) and Centrally Sponsored State Managed (CSSM) being implemented by State Skill Development Missions of the States/ UTs popularly known as State- Engagement Component of PMKVY (2016-20).

PMKVY (2016-20) has targeted to provide skilling to one crore people (60 lakh under Fresh Training and 40 lakh under RPL) over the four years (2016-2020) with an outlay of Rs.12,000 Cr. Under PMKVY, as on 14.12.2017, about 39 Lakh candidates are trained /undergoing training.
Government is also implementing Pradhan Mantri Kaushal Kendra (PMKK) for setting up of aspirational model skill training centre in every district of the country for imparting training under PMKVY. As on 1st December 2017, 527 PMKKs have been allocated in 484 districts across the country.
(b) State-wise details of the candidate trained and placed under Short Term Training of PMKVY are given at Annexure.

(c) Under PMKK, 30 PMKKs have been allocated in North-East region. The State-wise details of TCs under PMKVY, Fee-based Model and Capacity Building Scheme are given below:

(d) Under PMKVY 2016-20, the focus on employment has been significantly enhanced. The last 20% payment to training partners would be made only after wage employment or self employment to at least 70% of the trained candidates.
