Question : Energy Consumption by MSMEs

(a) whether the Government is aware that seventy per cent of the total industrial pollution load of India is attributed to the Micro, Small and Medium Enterprises ( MSMEs):
(b) whether the Government has taken steps to ensure efficient energy consumption by MSMEs and if so, the details thereof;

(c) whether the Government proposes to encourage use of alternate or energy efficient technology in the MSMEs and if so, the details thereof; and

(d) whether MSMEs fall under the ambit of Energy Conservation Act, 2001 and if so, the details thereof?

(a): Madam, the data of such industries is not maintained centrally in this Ministry.

(b)&(c): This Ministry is encouraging/promoting MSMEs for energy efficient technology through “Technology and Quality Up-gradation” scheme. Under this scheme, MSMEs are assisted with subsidy upto 25% of the project cost subject to maximum of Rs.10.00 lakhs.

(d): Ministry of Power, in its Energy Conservation Act, 2001, provides the regulatory framework for promoting energy conservation and energy efficiency in various sectors of the economy such as energy intensive industries, appliances building etc. MSMEs have not been notified as Designated Consumers, and are not covered under the regulatory provisions of the Energy Conservation Act, 2001.
