Question : Waste Management

Will the Minister of URBAN DEVELOPMENT be pleased to state:


(a) whether the Government has adopted or proposes to adopt the best practices of developed countries for waste management;

(b) if so, the details thereof;

(c) whether the Government has sought assistance from the foreign countries including Germany for waste management; and

(d) if so, the details thereof and the response received from foreign countries in this regard?

(a & b) : Government of India has launched “Swachh Bharat Mission” (SBM) on 2nd October, 2014 with the target to make the country clean by 2nd October, 2019. One of the admissible components under SBM is Solid Waste Management with Central support up to 20% of the project cost in the form of Viability Gap Funding (VGF)/Grant. Under SBM, all feasible waste processing methods including the best practices from developed countries, based on their successful performance outcome in India, shall be adopted by States/Urban Local Bodies (ULBs) for efficient management of solid waste in the Country.

(c & d) : Negotiations on development cooperation between the Government of India and the Government of the Federal Republic of Germany has been signed on 5th October, 2015. Both sides agreed to expand the scope of the Support to National Urban Sanitation Policy-II (SNUSP II) project to include an additional component on solid waste management to help in the implementation of Swachh Bharat Mission.
