Question : IRRIGATION FACILITIES



(a) the details of the irrigation facilities created in the country along with the funds granted to the States/UTs during each of the last three years, State/UT-wise;

(b) whether the Government has any mechanism to assess the irrigation facilities created in the country and to monitor optimum utilisation of the funds granted to the States;

(c) if so, the details thereof along with the States which failed to utilise funds optimally including the action taken by the Government thereon;

(d) whether it has been reported to the Government that the reservoirs created are faulty in design and lacking maintenance; and

(e) if so, the details thereof including the action taken by the Government in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (E) OF STARRED QUESTION NO.596 TO BE ANSWERED IN LOK SABHA ON 07.05.2015 REGARDING “IRRIGATION FACILITIES”

(a) State-wise details of Irrigation Potential Created until March, 2013 is given at Annexure I. This Ministry provides assistance to the States for completion of Major, Medium and Minor Irrigation projects for creation of irrigation potential under Accelerated Irrigation Benefits Programme (AIBP). Funds released to the States in each of the last 3 years under the Accelerated Irrigation Benefits Programme are given at Annexure-II.

(b) & (c) The States maintain details about the irrigation potential created in the States for projects executed by them. These details are coordinated at the national level by this Ministry. In addition, this Ministry monitors all Major, Medium and Minor Irrigation Projects for which, funds are provided under Accelerated Irrigation Benefits Programme, through the Central Water Commission (CWC). The release of funds is contingent on timely submission of the utilisation certificate and physical progress of the project, by the State Government for grants released previously.

(d) & (e) This Ministry has not received any report from the States so far towards faulty design of reservoirs. Insufficient maintenance of the system however, does result in the need for Extension, Renovation & Modernization (ERM) of these assets.ERM assistance is provided to the States under Accelerated Irrigation Benefits Programme.
