(a) the agencies responsible for selection of roads, preparation of Detailed Project Report (DPR) and implementation of road construction works under the Pradhan Mantri Gram Sadak Yojana (PMGSY) along with the details of the eligibility and conditions for grant of tender to these agencies for preparation of DPR under PMGSY;

(b) whether the Government has issued any guidelines/ directions for the purpose to the State Governments/ agencies, if so, the details of such rules/directions/ notifications;

(c) whether the Union Government has signed any Memoranda of Understanding with the other Ministries/ Public Sector Undertakings/State Governments including Jharkhand for construction of rural roads under the PMGSY in the States, if so, the details thereof; and

(d) the response of the State Governments/agencies with which these MoUs have been entered into?

(a)&(b):Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched in Dec, 2000 as a Centrally Sponsored Scheme with the objective to provide single all-weather road connectivity to all eligible unconnected habitations, existing in the Core Network, in rural areas of country Programme Guideline issued by the Ministry since the inception of the programme clearly specify the role of State Rural road Development Agency (SRRDA) responsible for selection of roads, preparation of Detailed Project Report (DPR) and implementation of road construction works under PMGSY along with the details of the eligibility and conditions for grant of tender to agencies for preparation of DPR.

As an important step to achieve quality output for each road under the Programme, proper survey and adequate investigations are stipulated. A Detailed Project Report (DPR) is a pre-requisite for project clearance. The cost norms for preparation of DPRs have been fixed by the Ministry and a standard DPR template has been provided to all States. Guidelines for selection of consultants for preparation of DPRs using Quality cum Cost Based System (QCBS) method was issued by the Ministry on 02.08.2013. Independent scrutiny of the DPRs to ensure the adequacy of designing and project preparation is carried out by over 60 prominent institutions of Engineering and Technology in the country, identified as State Technical Agencies (STAs). The proposals of the State are then put up before the Empowered Committee chaired by Secretary (RD) in the Ministry of Rural Develop- ment, for its consideration. The proposals approved by the Competent Authority are conveyed to the State Government for execution and seeking funds.

A Standard Bidding Document (SBD) has been developed for procurement of works under the PMGSY. All the works under the Programme are being procured and managed on the basis of provisions of the SBD.

(c)&(d):In order to augment the execution capacity of some of the States, the Ministry of Rural Develop- ment has signed Tripartite Agreements with the Central Public Sector Units (CPSUs) and the concerned State governments for carrying out PMGSY works on the request of the State Governments.
