Question : Criteria for Allotment of Low Cost Houses

(a) the criteria fixed by the Government for allotment of low cost houses to beneficiaries under various urban housing schemes;

(b) the number of houses allotted to beneficiaries under low cost urban housing schemes during each of the last three years and the current year;

(c) whether the low-cost houses constructed under different urban housing schemes are lying vacant across the country and if so, the details thereof and the reasons therefor, State-wise;

(d) the number of houses required for providing housing units to all and the number of houses so sanctioned for construction;

(e) the details of the timeline of completion and handing over of such houses, phase-wise; and

(f) the amount allocated and spent on the maintenance and construction of residential projects approved by the Government to provide housing in urban areas of the country during the last three years and the current year?

Answer given by the minister

(a) In pursuance of Government’s vision of facilitating Housing for All by 2022, the Government of India is implementing the Pradhan Mantri Awas Yojana (Urban)[PMAY(U)] since 25.06.2015.Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] comprises four components viz. In-situ Slum Redevelopment (ISSR), Credit Linked Subsidy Scheme (CLSS), Affordable Housing in Partnership (AHP), Beneficiary-led individual house construction/ enhancements (BLC). Under ISSR component, the Central assistance is Rs. 1 lakh per house while for the AHP and BLC components, the central assistance of Rs. 1.5 lakh per house is provided by the Government for Economically Weaker Section (EWS) beneficiaries. Under CLSS component of the PMAY(U), there is an interest subsidy of 6.5 % for EWS/ Low Income Group (LIG), 4% for Middle Income Group-I (MIG-I) and 3% for Middle Income Group-II (MIG-II), calculated on housing loan up to Rs. 6 lakh, Rs. 9 lakh and Rs. 12 lakh, respectively, over a loan tenure of 20 years.

(b) Number of houses occupied by beneficiaries during last three years and current year under various urban housing schemes of Ministry of Housing and Urban Affairs (MoHUA) is at Annexure I.

(c) Construction of houses and their allotment comes under the purview of the State/UT Government concerned. Unoccupancy could be due to various factors like lack of basic infrastructure / transportation facility, livelihood issues, non-receipt of beneficiary contribution, litigation issues etc for which State/UT are being advised during various review meeting regularly.State/UT wise details of houses which are presently under various stages of getting allotted/occupied under various urban housing schemes of MoHUA is at Annexure II.

(d) & (e) As per the validated demand by States/UTs, 1.12 crore houses are proposed to be constructed by the year 2022. Based on the project proposals received so far from the States/UTs, a total 96,50,191 houses have been sanctioned under the Scheme.

(f) An amount of Rs.1,38,610.92 crore has been sanctioned as Central assistance for various States/UTs out of which Rs.54,691.11 has been released during last three years and current year for construction of houses. There is no separate provision for maintenance of houses.
