Question : STRENGTH OF CSS OFFICERS



(a) the permanent strength of Central Secretariat Services in each of the grades of Deputy Secretary, Under Secretary, Section Officer and Assistant in Ministries/Departments as on July 1, 1999.

(b) whether any norm has ever been formulated since inception of CSS Rules in 1962 in the line of other organised services for maintaining proper structural ratio of these posts in a hierarchical order;

(c) if not, the reasons therefor; and

(d) the time by which the norms are likely to be formulated?

(a) Under the Central Staffing Scheme, the posts of Deputy Secretaries (DS) and Under Secretaries (US) are not specifically earmarked for any particular participating service including the Central Secretariat Service (CSS) and, therefore, the sanctioned strength in these grades is not centrally maintained. However, as per the Civil List of CSS officers and the information received from the concerned Ministries/Departments the position is as follows:-

(b), (c) & (d) No norms for maintaining any structural ratio in the aforesaid grades of CSS have been formulated nor there is any proposal under consideration in the absence of any provision in the rules for doing so. The CSS cannot be compared with other Group `A` organised Services because it is basically a Group `B` Service starting with Assistants (Non-Gazetted Group `B`) and Section Officers (Gazetted Group `B`) and thereafter promoted to the level of Under Secretary (Group `A`) under the Central Staffing Scheme with Deputy Secretary as the highest grade available under the CSS Rules.
