Question : BENEFICIARIES UNDER SCHOLARSHIP SCHEMES



(a) the number of students belonging to the Scheduled Castes (SCs) and Other Backward Classes (OBCs) provided scholarships under the Centrally Sponsored Schemes of post-matric and pre-matric scholarships and the rate of scholar- ships given during each of the last three years and the current year, State, scheme and category-wise;

(b) the funds allocated, released and utilized in this regard during the said period, State, scheme and category-wise; and

(c) whether the Government has any proposal to relax the existing rules/ guidelines to cover more SC/OBC students under the said schemes and if so, the details thereof?

(a) to (c) A Statement is laid on the Table of the House.

Statement in answer to part (a) to (c) of the Lok Sbha Starred Question No.113 for answer on 03.03.2015 by Shri P.V. Midhun Reddy and Shri Ramdas C. Tadas regarding Beneficiaries under Scholarship Schemes.

(a) to (b) Details of state-wise number of beneficiaries and Central Assistance (CA) released under the Post-Matric Scholarship Scheme for Scheduled Castes (SC) Students during each of the last three years and the current year are at Annexure-I.The Scheme of Pre-Matric Scholarship for SC students studying in Classes IX and X came into effect from 2012-13. Details of state-wise number of beneficiaries and Central Assistance (CA) released under the Pre- matric Scholarship Scheme for SC students studying in Class IX & X during each of the last two years and the current year are at Annexure-II. Details of state-wise number of beneficiaries, Central Assistance allocated and released under the Post matric Scholarship Scheme and Pre- matric Scholarship Scheme for Other Backward classes (OBCs) during each of the last three years and the current year are at Annexure-III and Annexure-IV. The rates of scholarships under these schemes are as under;

(i) Post-Matric Scholarship for SCs- The rates of the maintenance allowance per month in various groups range from Rs. 230/- to Rs. 550/- for day scholars and in the case of hostellers, the rates range from Rs. 380/- to Rs. 1200/- per month. Besides this, there are other allowances given viz Study Tour charges, Book allowances, Thesis typing charges etc. The scholarship also includes reimbursement of non-refundable compulsory fees charged by educational insti- tutions. Students with disabilities are also eligible for other assistance viz. Reader charges for the blind students etc.

(ii) Pre-Matric Scholarship for SC students studying in class IX & X- The rate for day scholars is Rs. 150/- per month and Rs. 350/- per month in the case of hostellers. The scholarship is available for 10 months in a year. There is also an ad-hoc grant of Rs. 750/- per annum for day scholars and Rs. 1000/- per annum for hostellers. Students with disabilities are also eligible for other assistance viz. Reader charges for the blind students etc.

(iii) Post-Matric Scholarship for OBCs- The rates of the maintenance allowance per month in various groups range from Rs. 160/- to Rs. 350/- for day scholars and in the case of hostellers, the rates range from Rs. 260/- to Rs. 750/- per month. Besides this, there are other allowances given viz Study Tour charges, Book allowances, Thesis typing charges etc. Students with disabilities are also eligible for other assistance viz. Reader charges for the blind students etc.

(iv) Pre-Matric Scholarship for OBCs- The rates of Scholarship for hostellers for Class III to VIII is Rs.200/- per month and for Class IX to X Rs.250/- per month. In case of day scholars, the rates of scholarships are Rs.25/- per month for Class I to V, Rs.40/- per month for Class VI to VIII and Rs. 50/- per month for Class IX to X. The scholarship is available for 10 months in a year. Besides this ad-hoc grant of Rs.500/- per student per annum to all students i.e. hostellers as well as day scholars is also given.

(C) Presently, there is no such proposal to relax the existing rules/guidelines to cover more SC/ OBC students under the said Schemes.
