Question : Release of Funds to AP and Telangana

(a) whether the Union Government owe dues to the States in terms of funds release;

(b) if so, the details thereof during the last five years and the current year, State-wise including Andhra Pradesh (AP) and Telangana as on date and scheme-wise also;

(c) the details of funds released project-wise and scheme-wise to each State for the last five years and the current year as on date and the details of fund release pending in this regard along with the reasons therefor and the time by which funds will be released to Andhra Pradesh and Telangana; and

(d) the details of pending funds/schemes/projects post bifurcation of the Andhra Pradesh State and the reasons therefor including special packages sanctioned/released, year-wise since post bifurcation of the Andhra Pradesh State?

(a) to (c): The Central Government transfer resources to States under Finance Commission transfers (including devolution from divisible pool of Central taxes and duties) based on explanatory memorandum as to the action on the recommendations made by the Finance Commission in it’s report submitted to the President, other grants-in-aid including Centrally Sponsored Schemes (CSS), Central Sector Schemes (CS) etc. considering allocations provided in Union Budget. The resources (tied and untied) to the State Governments including the State Government of the States of Andhra Pradesh and Telangana are released by the concerned Ministries/Departments as per the extant arrangements for transfers including utilization of funds during previous years. The concerned State Government(s) and Central Ministries review and monitor implementation of the inter-governmental transfers following General Financial Rules, to ensure effective utilization of funds for the purpose for which it was released. Details of the ‘Transfers to States’ for 2015-20 by the Ministry of Finance are provided in Annexure - A. The details of transfer of resources to States are available at Statement 18 of Expenditure Profile of Expenditure Budget, which is a part of Union Budget. The scheme-wise details of the Centrally Sponsored Schemes and Central Sector Schemes are available at Statement-4A and Statement-4 B of the Expenditure Profile respectively.

(d): The details of ‘Central Assistance’ provided to the Successor State of Andhra Pradesh following provisions in the Andhra Pradesh Reorganisation Act, 2014 by the Ministry of Finance are provided in Annexure – B.
