Question : CREATION OF POSTS BY KVIC



(a) whether it is a fact the KVIC created and filled 88 posts in various cadres in violation of the orders of the Government in 1991;

(b) if so, the reasons therefor;

(c) the details of the authorities responsible for creating and filling up the posts; and

(d) how much amount has been spent on their salary and other expenses so far?

THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SMALL SCALE INDUSTRIES AND AGRO AND RURAL INDUSTRIES (SMT. VASUNDHARA RAJE)

(a): Yes, Sir.

(b): The KVIC created 88 posts in various categories during the year 1990-91 to 1992-93, and while doing so the KVIC also abolished certain posts to match savings in non-plan expenditure.

(c): The KVIC is responsible for creating and filling up the posts. But since they are dependent on budgetary support, they have to take prior approval of Government before creating new posts.

(d): The total expenditure incurred for the above posts upto 31st December, 1999 was approximately, Rs. 1.12 crores. the loaning banks. The Khadi and Village Industries Boards (KVIB) and the Khadi and Village Industries Commission (KVIC) also review performance at the macro level. The Government reviews the performance of programmes as such and not that of individual projects.

(b): Does not arise.

(c): The details of disbursement made by the KVIC in Maharashtra State and the performance in terms of production and employment for the last 3 years are given in the Annexure.

(d): As on 31.3.2000, 806 village industries projects had been financed in Maharashtra under the Margin Money Scheme by the Public Sector Banks. Sector-wise, project-wise details are not maintained centrally. During the current financial year i.e. 2000-2001 the KVIC has allocated Rs. 2.50 crores to the Maharashtra State KVIB as Margin Money advance under the Rural Employment Generation Programme. This is in addition to the bank loans sanctioned by 27 scheduled Commercial Banks through their branches.
