(a): Government has approved Modalities in June, 1999 as amended in June, 2002, for processing of proposals regarding modifications in the lists of Scheduled Castes (SCs) and Scheduled Tribes (STs). As per the said Modalities only such proposals which have been made by the concerned State Governments/ Union Territory Administrations are further processed. There is no proposal from any State Government/ Union Territory Administration to include all backward castes in the list of Scheduled Castes or Scheduled Tribes.
(b) & (c): Does not arise.
